If you are a business moving within or operating within Shepherdstown's corporate limits, you must obtain a business license from Town Hall. HOW YOU SIGN UP FOR UTILITIES
You will need to submit an application to sign-up for water, sewer, garbage, and recycling. See Utilities for rates and forms

HOW DOES OUR GARBAGE & RECYLING WORK?
Your garbage and recycling are picked up on a regular schedule. See the Utilities section on when. Please familiarize yourself with what you can and cannot recycle as each town is different.

POST OFFICE BOXES
Within Town limits, mail is delivered to a Post Office box only. Packages through Fedex, UPS or Amazon can be delivered to your street address. A hint: Include both your street and PO Box addresses.

SALES TAXES
Shepherdstown has adopted Home Rule and under this the Town applies a 1% sales tax. State tax is 6% so you will need to collect 7% if your business is within the Town’s boundaries. Your state will collect this town tax in your quarterly tax filings.
 
SIGNAGE – SIGNS, BANNERS & SANDWICH BOARDS

SIDEWALK SEATING
There are requirements per ordinance relating to seating in front of food and beverage establishments. We want to ensure that all ADA requirements are met, and if alcohol is being served that the sidewalk set-up follows WVABC requirements. Click here for the relevant Ordinance. FENCING OR CONSTRUCTION

PARKING
One can purchase employee annual passes for parking in designated areas. Complete this form and take to the Police station to process. Warning: loss of pass carries a fine. Contact (304) 876-6036 with any questions. For more information.
 
SIDEWALKS – SNOW & DEBRIS
Property owners are required to keep sidewalks clear of snow, ice and debris.
And it’s required that the sidewalks in town cleared within a reasonable time not later than 9:00am, and 4:00pm, each day that snow or ice accumulates.

PROMOTING YOUR BUSINESS
We suggest that you contact the Jefferson County Convention & Visitors Bureau (JCCVB) and provide them with your business information so that they will include you in their marketing of businesses in town. You may also drop any collateral material off at the Shepherdstown Visitors Center that they manage in town. Contact JCCVB via email.
